Oxford Union President Arwa Elrayess is under investigation by counter-terrorism police following comments made in a private WhatsApp conversation. Elrayess reportedly described Hamas as a ‘resistance group’ and claimed their October 7 actions were ‘proportionate’.
The investigation comes after a legal group, UK Lawyers for Israel (UKLI), reported Ms Elrayess for possible terrorism offences. Her remarks, made in a chat with incoming Oxford students, have raised concerns about the normalisation and legitimisation of a proscribed terrorist organisation.
The Allegations and Evidence
Ms Elrayess, a second-year PPE student, reportedly told a group of mainly 18 and 19-year-old freshers that ‘Hamas would be lauded as heroes’. She referred to Hamas as ‘the resistance movement’ and suggested that ‘the severity of resistance is often proportional to the severity of oppression’.
These comments were part of a file of messages leaked by a concerned student and passed to police by UKLI. The legal group expressed concern that Ms Elrayess was seeking to persuade more junior students to adopt her views, potentially influencing or radicalising impressionable individuals.
Justifying October 7 Actions
I think the severity of resistance is often proportional to the severity of oppression.
— Arwa Elrayess, Oxford Union President
In the leaked messages, Ms Elrayess appeared to justify the October 7 atrocities. She suggested it was ‘quite rich’ for people ‘to act shocked’ given the treatment of Palestinians by Israel, making ‘false and misleading assertions about Israel’s history’.
She claimed Israel had carried out ‘Thousands of 7th Octobers’, ‘massacred and slaughtered hundreds of thousands, and displaced millions’, and engaged in ‘decades of systematic oppression and massacres’. She also stated it ‘would be laughable if any Palestinian group tried to gain their freedom through, for example, chaining themselves to the gates of the borders’.

What This Means for Britain
This investigation into the head of a prestigious British institution like the Oxford Union sends a chilling message to working families across the UK. When figures in positions of influence appear to legitimise proscribed terrorist organisations, it undermines the very fabric of our national security and the values we hold dear. Your safety, and the safety of your children, depends on a clear and unequivocal stance against extremism.
The economic impact of such radicalisation within our universities is profound. It risks alienating international partners, deterring investment, and fostering an environment of instability. This directly impacts job creation and the cost of living for every British citizen, diverting resources from essential services.
Politically, this incident highlights a troubling pattern of unchecked extremism festering in our elite institutions. It exposes a failure to uphold standards and protect impressionable young minds from dangerous ideologies. This isn’t just about one individual; it’s about the establishment’s willingness to confront and dismantle the roots of radical thought.
What happens if this continues? Britain risks becoming a breeding ground for ideologies that threaten our way of life. Every British voter must care NOW, because the future of our nation, its security, and its standing in the world, hangs in the balance.
