The secretary-general of the Council of Europe, Alain Berset, has admitted that Britain’s concerns about migration must be taken seriously as he held talks with Sir Keir Starmer and David Lammy on a new political declaration to reinterpret the ECHR.
Berset: “Sensitive Discussion”
Mr Berset told The Times the issue is “a sensitive discussion” but added: “That’s normal — the work is not easy.” He said Britain’s frustrations with the ECHR’s impact on immigration enforcement require serious attention.
New Declaration 95% Agreed
The proposed political declaration, now 95% complete, would urge domestic courts and the European Court of Human Rights to recognise nations’ “undeniable sovereign right” to manage their own borders. It would expand powers to remove foreign nationals who commit serious offences and encourage firmer handling of family-life and “inhuman treatment” claims.
Offshore Processing and Rwanda-Style Plans
The declaration would also provide stronger legal foundations for offshore processing centres similar to the Rwanda scheme and address “instrumentalised” migration, such as Belarus pushing migrants towards Poland, Lithuania and Latvia.
- Council of Europe boss admits Britain’s migration concerns must be taken seriously
- New political declaration 95% agreed ahead of Chisinau summit
- Greater flexibility on borders, deportation of serious offenders
- Support for offshore processing centres
- Starmer pursuing reform from within ECHR
What This Means for Britain
This admission from the head of the Council of Europe comes amid mounting pressure on the Government over small boat crossings and illegal migration. While Reform UK and the Conservatives have committed to leaving the ECHR entirely, Labour is attempting to reform it from within.
The public wants firm action to control borders and deport foreign criminals, not endless negotiations and taxpayer-funded deals with France that deliver limited results.
