An ISIS terrorist who once guarded beheadings and mass executions was spotted walking out of a Co-op near Windsor Castle while living in a nearby bail hostel, prompting an urgent warning directed at Andy Burnham as Labour leaves the public exposed.

Iraqi Mohammed Yaseen, who crossed the Channel by small boat, has been described as an extremist who poses “a danger to the whole of the UK”. He belonged to an Al Qaeda group that beheaded Briton Ken Bigley before joining ISIS and a unit that carried out executions and public stonings. The Daily Express reports he was one of 80 people intercepted by Border Force last December, gave a false name, and was first placed in a taxpayer-funded migrant hotel in Basingstoke until biometric checks exposed him.

Prosecutor Steven Molloy told Winchester Crown Court that Yaseen had a “lengthy involvement in terrorism and Islamic extremist ideology”. German court material from 2020 linked him to bomb attacks that killed US troops in Iraq. He acted as a security guard for ISIS during beheadings and at least two mass executions that included children. Documents also claim he controlled crowds while a couple accused of adultery were stoned to death.

Labour now faces mounting pressure to remove him. The Foreign Office has reportedly fretted that he will face “mistreatment” if sent back to Iraq. Shadow Home Secretary Chris Philp told the Express: “It is absurd that Mohammed Yaseen, a known member of Al Qaeda and ISIS, has been allowed to remain in the UK and may now be protected from being returned to his home country, despite the serious threat he poses. This is yet another example of Labour failing to take the safety of the British people seriously, while expecting taxpayers to foot the bill. That the Foreign Office is worried he could be mistreated if he is sent home beggars belief. People in Windsor and across the country deserve the confidence that their security comes first. If Labour were serious about protecting the public, they would move swiftly to deport Yaseen.”

Some fear housing and supporting him could cost taxpayers £85,000 a year. Germany tried to deport him to Iraq, yet a judge blocked it on mistreatment grounds. After the Co-op sighting he was returned to prison for breaching licence conditions, but the larger failure remains: a man with this record was free to stroll near one of the most sensitive sites in the country.

Reform demands immediate removal

Reform UK Shadow Home Secretary Zia Yusuf said: “It’s beyond belief that the Government expects taxpayers to fund the stay of a man who joined groups that openly beheaded and executed our citizens. Foreign terrorists who clearly hate our way of life should not be entitled to our hospitality. Mohammed Yaseen must be deported immediately.”

Britain cannot keep importing people who have already shown they will kill for a death cult and then hide behind human-rights paperwork when the bill arrives. Sovereignty means the right to send a proven ISIS operative home without endless legal theatre. A government that puts the comfort of a foreign terrorist above the safety of families in Windsor has forgotten who it serves. Border control is not optional when the alternative is an executioner living on bail near a royal residence.

Yaseen’s path from Channel crossing to false name, hotel, bail hostel and a quiet walk past the Co-op shows how thin the defences have become. Labour’s hesitation, the Foreign Office caution, and the German precedent all point the same way: the system protects the threat first. Residents near Windsor Castle, and every town that has watched small-boat arrivals, are entitled to expect the opposite.
