Watchdog Probes Police Conduct After Henry Nowak’s Wrongful Handcuffing

A police watchdog is set to investigate whether officers who handcuffed Henry Nowak before his murder were influenced by nearby anti-immigration protests. The Independent Office for Police Conduct (IOPC) will announce this week an expanded inquiry into Hampshire Police. This follows the wrongful handcuffing of Henry Nowak, who was later stabbed five times by Vickrum Digwa. The investigation will now consider if officers mistakenly treated Mr Nowak as a suspect linked to anti-immigration protests.

IOPC Expands Investigation Scope

The IOPC has spent six months examining the circumstances surrounding Mr Nowak’s handcuffing. The watchdog will now specifically probe whether officers were influenced by anti-migrant protests at Highfield House Hotel, located just 500 metres from where Mr Nowak was murdered.

Tensions in the local area had been rising for months leading up to the murder, with anti-migration protests taking place at the hotel since May last year. This context is crucial as the IOPC considers the officers’ actions.

Calls for Accountability Ignored

The Daily Mail has confirmed that the watchdog reaffirmed its decision not to investigate the conduct of the individual officers involved on the night, and use them as witnesses to their inquiry.

Despite calls from Shadow Home Secretary Chris Philp and Suella Braverman for a full misconduct investigation into the arresting officers, the IOPC has confirmed this will not happen. The probe is not considering individual wrongdoing, and the officers involved have not been served with any notice of investigation.
